* autoload.cc (dll_load): Only perform DONT_RESOLVE_DLL_REFERENCES hack on
systems which need it.
* wincap.cc (use_dont_resolve_hack): Set as appropriate.
* wincap.h (use_dont_resolve_hack): Define.
