* configure.host: Compact v850* support and add
check for newlib_may_supply_syscalls.
* libc/sys/sysnecv850/Makefile.am: Add support for
'--disable-newlib-supplied-syscalls' option.
* libc/sys/sysnecv850/Makefile.in: Regenerated.
