Use MINSIGSTKSZ and SIGSTKSZ from newlib for Cygwin as well
* libc/include/sys/signal.h: Move altstack macros completely
outside of rtems block.
* include/cygwin/signal.h: Remove definitions of MINSIGSTKSZ
and SIGSTKSZ here.
