packages: streamline is-a-string testing.
* lib.c (make_sym, make_package, use_sym_as, find_symbol,
find_symbol_fb, intern_intrinsic, intern_fallback_intrinsic):
replace stringp test with dummy calls to c_str, for the
side effect of the type check.
